None of that touches your drain. The scheme holds the river back. It does nothing about a gully blocked with silt, a run under the yard packed with wipes, or roots in a clay pipe in Roundhay.

It is worth being clear because the two get confused every winter. Water rising outside in heavy rain across a wide area is a river or surface water problem. A gully standing full on a dry day is a job for a drainage company.
